The United States Substance Abuse and Mental Health Services Administration's (SAMHSA) Center for Mental Health Services (CMHS) launched the Elimination of Barriers Initiative (EBI) to reduce the stigma and discrimination associated with mental illness in June 2003. This initiative, a 3-year project designed to test models and public education materials in eight pilot states, including Texas.
The overall objective of the EBI, developed as an outgrowth of the President's New Freedom Commission on Mental Health report, is to develop public education practices designed to decrease stigma and discrimination associated with mental illness.
Strategies developed by the EBI focus on opportunities for schools and businesses. The State of Texas chose to focus on businesses.
